Either that plate was constantly escaping or there's an angry homeowner that takes no prisoners.
Having just replaced what seemed like 637 lightswitches, I can easily imagine being so frustrated at not being able to get the cover flush that I broke out the power tools. And the pneumatics. Maybe explosives.

Not only that, but (and this may be the point here -- I don't know) what in the world is the water supply line running through it all about? And maybe that's not a wasp nest, but a big old ball of "ground".
