I need to learn to weld. I will now take all the safety precautions seriously. I bet my Lincoln welder has that picture in the manual!

I'm not sure what the vise grips are doing, but it can't be good.

Keeping the hook from sliding to the right?

The degree to which this is a safety issue depends on context. Might work for a trip across a farm, and be safe, but on an interstate at 60+ mph for a couple of hours.

Honestly it might just be a place to store the dedicated tool. The come-along isn’t doing anything. The hook is just there to keep it from flopping around while not in use. It may also be doing as Frono suggests, but I don’t know that there would really be any slippage.
