Now that's a tough riddle! The encasted E13 doesn't really help yet.

The closest I got on a picture search was this on the left vs. what I was searching for on the right! A cast iron Moosehead bottle opener... 😂

I still say grill remover. Maybe from the great Hibachi craze of the 1970s. Either way this is a lot of work for a pack of strings!

I agree that it looks like it belongs with a Hibachi from the ‘70s but I don’t see how it would possibly work.

But all those tools like from Kinuura Yaki Kamado had 2 outer and a different level middle tongue to lift a grate. (and it also served as bottle opener)

A serious attempt - a farmer's tool for planting seeds or small seedlings - 4 holes made at a time. The only thing is it seems perhaps just a bit small for this.
