It was tried before, and people hated it. Standard time was done away with in December, 1973. The nation went on daylight saving time full time. In January, the sunrise in DC was 8:27am. By August, there was enough of a public uprising to go back, and a bill was introduced in Congress to reinstate the time change.

I was a Sophomore in High School that year and because our school was to be divided into two separate schools I went Split-Session. That year I went morning session. We would get off the bus at school in the dark, go out back to the "smoking lounge" and watch the Sun rise! It was horrible!
