It is a hot-mess mod if that's a wood screw. Drywall screw would have qualified, too.
That's a shame, (and a drunk person with a hacksaw), but in the grand scheme of things, there are far worse.
That's a standard Fender decal, though it looks like all were relocated (they're waterslide decals over the finish)I wonder why someone would do that to the headstock. I don't know; is that the only mod going on there? There seems to be an additional sticker on the headstock; can't read whether it says "custom body" or "custom shop". I would imagine that the actual "Fender Jaguar" printed stuff had to be moved to slice off the treble side of the headstock, so do you think this might be a factory job?
