I'm thinking operator error. The missing passenger side front tire helps sell the story that it was being worked on and then it was unexpectedly raised. You would think there would be some kind of sensor and shut off if the lift encountered resistance going up or down but it is also possible that older equipment and/or things not subject to OSHA et. al. would not. TinEye finds a lot of matches and the image, without the meme, does show up in places that seem to collect interesting photos of real vehicles.
