I see this kind of stuff quite often. Namely w/ rooftop hvac shutoffs where some lazy tech in the past simply jammed a piece of 1/2 copper pipe in place of a proper fuse (which coincidentally looks just like a capped piece of copper pipe)
Actually, I’ve seen similar things like this before, just not w/ a toilet right there. You’d be surprised how many 150+ yr old homes have closed off/abandoned stairwells in them that went from kitchens/basements to servants/slave quarters in the attic space. Very narrow stairwells w/no climate control, completely separate from the bigger main staircases in the front of the house. Most people tend to close them off permanently w/o ever repurposing the space. They usually just get used for storage.
What's kind of amazing about that is that they seem to have had granite cut to frame the weird-angled sink as well as the cabinet to its right. That's a real head-scratcher.
