Yeah, this is a tough situation with the boys and girls in scouts. I'm not going to weigh in on good/bad, but I think it comes down to financial viability.
Yes. The whole leadership of every troop is based on volunteers. But to fund camping trips, equipment, etc, a troop really counts on some funding from the organzation itself. As numbers decline in both Boy and Girl Scouts, it's a snowball effect that effects the funding of the organization as a whole and individual local troops.
BTW, a minor veer, in Keith Richards' excellent autobiography, "Life", he discusses his time in Boy Scouts as the greatest part of his childhood!
