Wouldn't a '94 have original HB-1's, therefore explaining why they sound like those from the 70's?

Some of the early ones, but not all. Then they moved to SDs under the HB-1 covers.

They moved to SD's in1994 before Fender took over? I did not know that.

Fender taking over and Fender building the guitars happened at two different points as I recall.
But yes, SD1s are found on many Westerly Guilds.
