I have Starfire 4 from 2001, late Westerly, with the Fender-made HB1. One coils gone dead (again, it happend back in '19 also). MJ at Seymour Duncan repaired it but it was a six-month long and drawn out affair with really poor communication. So, is there another recommendation for who can repair these odd-ball PUPs with the "messy" wiriing on the back?

I've used Tom Brantley before for pickup rewinds on '65 Hofner Club Bass. He used to work with Lindy Fralin, but he's had his own shop for a while now. He's a number one go-to for a lot of pros. I'm not sure about his turnaround, but I doubt it will be 6 months. As a nobody customer, I had a 3-month wait. The resulting rewinds were perfectly matched!

He responded quickly to emails.

I would just replace it. They come up for sale every now and then for not much money. It wouldn’t surprise me if Hans had some.

When it went bad five years ago I got a period-correct "messy" (to use your apt phrase :) ) from Hans. I'll put that one back in while I decide what to do with the rewound origin.
