With either computer software or recording hardware monitors can be replaced by headphones. Once you get more sophisticated yes monitors are essential but I don't have any ( they are expensive). If you need to hear what the recording sounds like thru speakers then make a CD of the recording and listen to it on your stereo or in your car.
I would suggest that if you are not computer savvy you do look at recording hardware. For the money you mentioned I do strongly suggest the TASCAM DPFX01. They now also have a model which includes a CD Burner so you have the whole shooting match in one machine.
They do also have an owner generated website which is very very helpful with all questions.

As mentioned I do own one and if I can get it to work anybody can, believe me.
For electric you can plug directly into the machine, for acoustics you will need to mic them ( that's preferable ). Use the same mic for vocals if you plan to have vocals. There are some very decent inexpensive mics available 75-80 bucks that can play both rolls.
The trouble with the expansion of music related activities is the time factor
wherein learning and using the new machine takes dedicated time which then takes from your guitar playing/practice time. When recording though you do get lots of practice in 'cause to play a complete song perfectly, without one flaw takes some doing.
But I will tell you one thing, it is a heck of a lot of fun and hearing your own playing, from your own recording on a CD driving in your car or at a friends place is a real kick.
But remember, like my wife says...,. " That's an expensive hobby you've got there "

Oh I do I use it alot? Not recently 'cause I've been so busy shopping for and buying guitars and practicing my playing that song writing and recording have taken a back seat. Plus like I said I lose prolly 12-13 hours a day, 5 days a week just doing the 9-5 work thing.
