I think more likely this than a ripoff, which probably included Janet paying America for the privilege.

A little further research, should have done this before the post, revealed the idea of using the Ventura Highway track came from Jacksons producer. Jackson knew of the band, but not the tune. The sample was done with full endorsement from America. So no foul at all.
