Yes Al Yankovic looked similar!
But he's a singer called "JP Miano". The picture was taken on March 3, 1985 in Fort Lauderdale.

FYI, JP Miano was indeed a musician/singer. He was my brother and a chill person who loved to play in little dive bars (most recently in Florida). He passed away in 2021.
