When did they become available?

Should have been a little more precise; they were not available on Guilds.

Off the top of my head I would say that the double-row Kluson DeLuxe tuners became available on Fenders and Gibsons during 1964, since they used them in such big quantities, so they were the first companies to get the new stock.

Guild did order some during 1965 to be used on the solid bodies with the then new 'six-tuners-in-a-row' headstock, but they were not used in regular production.

The standard 6-in-a-row Japanese tuners were chrome, not nickel.
Thanks, I often have difficulties to see what is nickel and what is chrome.

The guitar is question was set up with a Japanese set in gold.
Interesting! I didn't know they were available in gold as well. Did Guild use them on any production model?

Originally that guitar would have had open-back Kluson 6-on-a-plate tuners
Just not to confused readers, that comment is about the ebay guitar in Darryl post. I found a picture from another Guild which shows such tuners:
