I don't even like hip hop and I know about Wu Tang Clan. I didn't read the whole article, but that album is infamous for being owned by the Pharma Bro Martin Shkreli and famous for being possibly the only copy of an album by one of the most influential groups in the genre.

Maybe. There are circumstances under which law enforcement can seize assets of a convicted felon and then sell/use the assets to support law enforcement rather than compensate the victims. Not enough detail to figure out if this is one of those cases.
