Here's what's happened, and you may or may not like the answer.
In order to upgrade to XenForo (the new software) I also had to upgrade from PHP (a programming language) 5.0 to 7.0, and recently from 7.0 to 7.2. When I upgraded PHP, some key server-side configurations were lost such as this gem:

There are others, but the limit used to be 50M (for reasons other than LTG) and when I upgraded PHP it reverted back to 2M. So that's all fixed.
Here's where you may not like the answer: Since PHP had to be upgraded to 7.0 for XenForo to work, those limits were never in place on this version of LTG, so while some images may have dragged and dropped just fine (I was wrong about that), there should not have been a change where a certain file worked and then didn't. Of course I was wrong about the other thing so who knows, and the long and short of it is that it should all work now, so have at it and let me know if it's resolved.
The coolest part about all of this is that you should be able to drag almost any damn photo you choose from either your PC, Tablet or Phone and it should work. Do let me know if that's not the case.
Note that the 2000x2000 and 2MB limits are still in place but it means something different than I initially thought. If you upload a huge image and the system cannot convert it to a file smaller than 2MB, then you will get an error. I may be able to tweak those numbers as time goes on now that I have a better understanding of what they actually mean.
