Plus if it's a "noodle" it ain't song.
Yet.
But as Guildedagain mentioned, sure, lots of good noodling themes and "accidents" are excellent seeds for fully realized songs.
From an earlier branch of the musical evolutionary tree, though, it occurs to me that classical Indian music especially raga could be considered "noodling" because in fact there are not set strict compositions but only themes and time signatures which the musicians blend anew, every time they play, the result being that rarely is any one "song" played exactly the same way twice.
I practice both ways myself, I have "themes" which serve as springboards for improvisation and I have strictly arranged songs which are intended to be played virtually the exact same way every time.
Only developed that philosophy when I realized that in general, busking audiences
like hearing what they
expect to hear.
And it explains why some folks don't get tired of a tune that gets played to death.
