If, especially on your phone, you cannot use any of the controls on the top of the reply or compose windows becayse they're all greyed out like this:
Then notice that the gear is not greyed out. What's happened (and this was the case on my phone) is that you probably brushed that gear. Click it! Click what? Click this!
Once you do, you should see the controls come back to life:
This setting is saved per device! That means if you brushed it on your phone like I must have, that it will remain that way on your phone on every post until you set it back, at which point it will remain until you change it (probably by accident like I did!).
BTW the same is true for your laptops or computers, too, but we don't go around sliding our fingers all over them so its probably not as common.
