Am I losing my sense of humor? I need an explanation for this of one, too!
The phrase is directly related to Buffalo Bill, the serial killer in "The Silence of the Lambs," who is obsessed with keeping the skin of his victims soft. He lowers lotion in a basket down to his victim, and says, "It puts the lotion in the basket" when she is done, indicating the action is complete. So they're looking down.... that's all I got.
