Why are there two different art styles to these cartoons?
That’s actually fairly common. Consider this early Peanuts (the first, in fact):

The artist had not settled into what would become the more recognized style.

I’ve also seen comics where the artist outsourced the drawing after some time while they still did the humor which affected the look.
 
Why are there two different art styles to these cartoons?
The way that Reg Smythe drew these characters evolved over the early years of the Andy Capp strip. Early versions resembled the shapes of real people more, but he fairly quickly developed the more stylised version that his successors still use now.
