The more I look at that photo, the more I suspect it might have been a setup.
Knowing gulls and their behavior, all you have to do is set up the chum and they will come. Line up the lobster roll and the lighthouse and wait.

If she were innocently trying to photo the food and was suddenly attacked that close she'd likely have screamed and dropped the roll...and the phone into the ocean...not get a nice focused pic...:wink:

But she could have eaten the lobsta roll first and tempted the gull with a little scrap of leftover bread.
