I think that was deduced back when Ralf posted a shot of 'em practicing spraying, assuming that was actually ever a hangup.
I don't think that was ever formally stated as being the case by CMG, only assumed, based on prior discussions about CARB regulation in Corona era.
Around the same time (late summer I think it was), was a comment from somebody (Txbumper in a conversation with a dealer?) that it was actually about power consumption and that was finally resolved and permits granted, and I suspect they still wouldn't be doing anything unless that was true. We started seeing their "ramping up" Facebook posts within a month of that, I think.
