Actually wouldn't surprise me if that was due to California state law requiring bars to close and banning liquor sales between 2am and 6am.
San Francisco was notoriously wide open from the goldrush until a reform mayor came in in the twenties.
A novel method of dscouraging speakeasy business was to require separate permits for presenting live music and allowing dancing.
That allowed the big hotels to have both and gave to police a reason to walk in anywhere else at any time just to do permit checks....
Here's a perfect vignette about how skillfully the permit process was used to keep those scruffy hippies and teenagers in check:

I grew up about 40 miles south of SF, but my folks subscribed to the SF Chronicle, so as a pre-teen in '66-68 I used to be somewhat puzzled about all the fuss about "the Hippies" when I'd read some of those articles...my folks sheltered me pretty well for as long as they could...but the roof started coming off it when I listened to a copy of "After Bathing At Baxters" from my aunt's record collection which she stored with us while she went to South America for 6 months in '69...... .
Lemme tell ya, Haight-Ashbury probably sold a lot of newspapers for "the Chron"!
Thought you might have some fun with some of those other links in the blog archive too.
