As I've mentioned as often as decently allowed, I really like the neck on my SFIII-90.

I'm looking at ordering a neck for a bolt-on, and I'm wondering, how do i get close to the profile of the neck on my Starfire? Is there a standard way to measure them?

I can get a contour gauge such as pictured below, but how then to express it in the standard way?

I'm guessing when you see something like this:

C Shape 1960’s
V shape 1956-1957

1st fret 21.7mm
12th fret 24.5 mm

the measurements refer to the thickness of the neck at that point.

Yes, thickness, and the cross section pic kind of tells you the general shape.

What some friends of mine have done is get a neck that's a little bigger than what they were aiming for and have a luthier shape it to their preference. Not as hard as it might seem, and something you could do yourself if you're handy and patient
