I did not read the link, but I believe this album is fully instrumental and was recorded 20 years ago during "the division bell". It is said to be a tribute to Richard Right of Pink Floyd, who passed away not long ago.
The waters-Gilmour saga has been fun for many decades, but I do not believe either of them can sing any longer (really Waters never could sing at the level of Gilmour or Syd) and the brief/occasional Gilmour-Waters "reunions" we have seen in recent years was nothing more than an attempt for waters to "help" Gilmour with the vocals (which failed miserably) for a special event, and Gilmour "returning the favor" by playing one solo on one song during a waters concert after that. I do believe they are beyond finished, together or separately.
Syd Barrett...the best of them all, yes I agree. Everyone covers the Beatles, stones, and bob Dylan but not nearly enough artists studying and performing Syd. It is a shame his Aspergers syndrome went untreated as he continued to experiment with mind expanding hallucinogens. He fell too ill to continue with the band. The band and all of us are lucky for what he did contribute, and for his close friend David Gilmour stepping in at the time. David also produced "an introduction to Syd Barrett" a recent "record store day" release that I am quite fond of.
